1. Horizontal Levels (Defining Roles) : The matrix contains 18 Levels (Level 1 to Level 18) at which the employee's role and seniority are plotted. For example, Level 1 holds entry-level staff, while Group A officers and higher positions are Level 10 and above.

2. Vertical Stages (Tracking Growth): The matrix defines distinct stages (in terms of basic pay) which correspond to annual increments of employees within each level. Every employee can expect to move up about 3% per annum, ensuring pay growth and helping workers specifically visualise how their pay progression unfolds throughout their career. 

3. Other Maters: Allowances (such as the Dearness Allowance (DA) and the House Rent Allowance (HRA), where applicable) are directly prescribed based on the basic pay calculated from the pay matrix. In the case of promotions, an employee will move to the next higher Level at whichever salary cell is closest.

How to Calculate Salary Using the 7th Pay Matrix?

Here is an explanation of how the calculation works:

1.Find the Pay Level: In the 7th Pay Matrix, first identify the pay level corresponding to your designation and the grade pay of your previous pay scale in order to locate your salary band.

2. Find your Basic Pay: Once you have the pay level, find the specific cell (also known as the index number) within the pay level, corresponding to your years of service or career stage. The amount listed in this cell is your basic pay.

Is the Salary Calculation Uniform Across Levels In The 7th Pay Matrix?

No, salary determination is not consistent across the 7th Pay Matrix levels. Salary calculation uses the same components, such as basic pay, Dearness Allowance (DA), House Rent Allowance (HRA), and some other allowances, but the salary to be calculated is different by Pay Level and cell. Moreover, higher levels, for example, starting pay for Level 10 is higher than at Level 1, even though the basic pay is lower; higher levels also have more increments from step to step, and thus the employee's salary progresses faster through levels as compared to lower levels, which tend to increase with smaller increments. Therefore, the calculation framework is consistent with its calculation methodology and differentiation by level and service.
